Justin Rossi brings over 30 years of leadership experience in the construction industry, including key roles at Ferguson Construction Co. and Rudolph/Libbe Group, an ENR Top 50 Contractor. Throughout his career, Justin has demonstrated a strong commitment to operational excellence, strategic growth, and fostering innovation, leading operations and business development teams at the senior executive level.

As CEO of Jon M. Hall Company (JMH), Justin is focused on continuing to build a strong, safety-first culture for both the company and its customers. His leadership emphasizes expanding the customer base, exploring new markets, and reducing business volatility, all while promoting accountability and open communication. Guided by JMH’s core values of teamwork, safety, and community, Justin fosters a culture of continuous improvement and employee development, ensuring every team member can thrive and contribute meaningfully. He works closely with the executive leadership team to enhance the customer experience, implement growth strategies, and deliver projects with exceptional quality and safety.

Brian Hall

Chief Financial Officer

Brian Hall is a seasoned financial leader with over 30 years of experience in both construction and finance. Throughout his career, Brian has held key CFO roles at companies like Nelson Pipeline Construction and RK Mechanical, Inc., where he played a pivotal role in driving revenue growth, optimizing financial processes, and enhancing operational efficiency. Notably, Brian led initiatives that resulted in a 105% revenue growth, a reduction in the monthly close cycle, and the negotiation of critical debt facilities to strengthen the financial position of these organizations.
Brian holds a Master of Accountancy from Brigham Young University and a Bachelor’s in Accounting & Business Administration from Southern Utah University. His expertise in financial controls, project cost management, and KPIs has been invaluable in driving organizational success.

JOSEPH WEBSTER

Executive Vice-President

Joseph Webster brings over 22 years of experience in land development and construction, including more than 20 years in Florida. Since joining Jon M. Hall Company (JMH) in 2021, he has been a key driver of operational excellence.

As Executive Vice President, Joseph oversees day-to-day operations, including field production, project management, business development, staffing, and financial forecasting. Guided by a client-focused philosophy of “begin with the end in mind,” he ensures JMH aligns operations with customer needs while upholding the company’s values of safety, accountability, and collaboration. Joseph fosters process improvement, develops personnel, and strengthens teamwork to deliver projects on time, on budget, and with lasting value for every client.

Umut "turk" Kocaman

Director of Pre-Construction

Umut “Turk” Kocaman, P.E., brings over 24 years of experience in civil engineering, land development, and construction estimating. Since joining Jon M. Hall Company (JMH) in 2020, he has advanced to Director of Pre-Construction, leading planning, cost estimation, and project coordination for high-quality, client-focused projects.
Guided by a commitment to integrity, teamwork, and excellence, Turk ensures projects are executed efficiently, client expectations are exceeded, and teams collaborate effectively. He champions innovation, technology integration, and professional development, fostering a culture of continuous improvement across the organization. Turk holds a Master of Engineering in Civil Engineering with a focus on Construction Management from the University of Florida and a Bachelor of Science in Civil Engineering from Istanbul Technical University. He is a licensed Professional Engineer in the State of Florida.
